The Shenandoah Valley Cooperation met November 13th, 1852 according to appointment at Saumsville Shenandoah County Va. The meeting was opened by singing & prayer by Bro. Dillard.

On motion of Martin F. Miley, J. S. Penebaker was appointed Moderator, and James A. Cowgill secretary.
On motion of J. Orndorf was moved and carried that a committee of one be appointed to inquire into the cause of the Fair View congregation not sending delegates to Cooperation. Upon information received from brother Rhodes a member of that congregation it appeared that the congregation at Fair View are not in a state of order and hence they neglected to appoint messengers to Cooperation. It was moved and carried that cooperation appoint some of its members to wait upon the the (sic) brethren at Fair View and endeavour to get them to try come into a state of order. Accordingly the Cooperation appointed J. S. Penebaker, J. Orndorf, and J. A. Cowgill to attend to this business.
The congregation at Sandy Ridge recommend J. A. Cowgill to the brethren in cooperation as a suitable person to teach and proclaim the gospel. The Cooperation approved of Bro. Cowgill as a person suited to the above mentioned functions.
It was moved and carried that a member of the Cooperation be appointed to wait upon the brethren at Union Forge and ascertain the reasons why they were not represented in Cooperation. Accordingly the Cooperation appointed Martin F. Miley to attend to this matter.
It was moved and carried that the proceedings of previous sessions of Cooperation be read to the brethren in cooperation as far back as the 8th day of November 1850 at Narrow Passage. The resolution was accordingly carried into effect.
Cooperation addorned adjourned at 25 minutes to 4 Oclock to meet again at Brother Rhodes at 6 Oclock in the evening.
The Cooperation met at brother Rhodes agreeably to arrangement. The meeting called to order and proceeded to business.
It was moved and carried that a committee of 3 be appointed to wait upon the congregation at Walnut Spring to try to adjust the difficulties existing between that congregation and the Cooperation. Modified so that the cooperation appoint one of said committee, Walnut Spring choose a second and the two thus appointed, select a third.
It was moved and carried that Robert Y. Henly be appointed on the part of the cooperation to attend to this matter.
It as moved and carried that J. A. Cowgill be appointed to communicate with the Elders of the congregation at Walnut Spring. Should that congregation accede to the proposal of the cooperation to then communicate with R. Y. Henly.
The cooperation then adjourned to meet at the house of Brother Rhodes again at nine Oclock on Monday morning November 15th
Monday Nov. 15th Met at 10 Oclock called to order by the moderator prayer by Brother Dillard—proceeded to business.
It as moved and carried that brother Rhodes and Jackson take part in the deliberations of the cooperation.
It as moved and carried by J. Orndurf that there be reconsideration of the appointment of a committee of 3 to wait upon the Fairview congregation. It as moved and carried that the committee appointed to this mission be released from such appointment.
It as moved and carried that Brother Dillard take part in the deliberations of this body.
Brother Perkey, Elder at Walnut Spring, making his appearance, it as moved and carried, that he, if he had any information or any message from Walnut Spring that he be requested to make it known to the body. After Brother Perkey had addressed the moderator at some length in relation to the matters at issue, it as moved and carried that brother Rhodes make a statement as to the matters under discussion. The resolution was complied with.
It was moved and carried that brother Bader State to the Cooperation what the congregation at Walnut Spring had proposed in order to their reception into cooperation. The resolution was accordingly complied with.
A letter was presented by Elder Perkey from the congregation at Walnut Spring it was moved and carried that the letter be read to the cooperation. And accordingly it was attended to. The purport of the letter was that the congregation at Walnut Spring was willing to do their part in sustaining an evangelist.
It as moved and carried that the Cooperation adjourn to meet at Brother Miley's School House at 5 Oclock P.M.
The cooperation met agreeably to the above arrangement. Called to order by the moderator prayer by Elder Jackson.
The cooperation proceeded to reconsider the resolution of Saturday night relative to the committee to wait upon the congregation at Walnut Spring. It was moved and carried that the above named resolution be rescinded.
It was moved and Carried unanimously that cooperation has no right to take cognizance of personal difficulties.
It was moved and carried that brother Perkey be requested to state to the cooperation what feelings exist in the Walnut Spring congregation relative to the cooperation.
It was moved and carried unanimously that a committee of 5 be appointed to meet with a delegation from Walnut Spring congregation in case that congregation wish to become associated with the Cooperation. Said committee to be instructed by the cooperation and invested with full powers to receive said congregation into cooperation,
It was moved and carried that a committee of two be appointed to draft instructions for the committee entrusted to transact the above named business. Accordingly the Moderator appointed Brother Rhodes and Cowgill.
The Cooperation adopted the following instructions as presented by the Committee.
1 "Resolved that the congregation at Walnut Spring in order to her reception into cooperation be required to declare officially, in writing that they withdraw their fellowship from the party known as the faction in the Valley."
2 And whereas the Congregation at Walnut Spring having heretofore been associated with this cooperation, and having withdrawn from this body, from some misapprehension in reference to the intentions of the Cooperation.
Therefore be it resolved that this cooperation deem it necessary that some acknowledgment be made by said congregation to cooperation in reference to their withdrawing themselves so unceremoniously from the body.
The Moderator then proceeded to make an appointment of the Committee of five. The following brethren compose the committee viz. Joseph Rhodes, J. J. Jackson, Joseph Orndorff, H. P. Bader, and John Delong.
It was moved and carried that it be taken into consideration whether brother Dillard be appointed as the local evangelist.
It was taken into consideration by the Cooperation whether this body contribute to the fund of the general
Cooperation.
It was moved and carried that $25 be subscribed for this purpose for the ensuing year. And the balance of the funds of Cooperation be appropriated to secure the services of brother Dillard to labour for the Cooperation.
It was moved and carried that the cooperation be represented by letter in the General Cooperation, representing to that body that Cooperation deemed absolutely expedient that this body appropriate the larger portion of her funds to the securing of the services of a local evangelist.
It was moved and carried that Robert Y. Henly be requested to visit the churches composing this cooperation for the purpose of instructing them.
It was moved and carried that this meeting adjourn to meet at Sandy Ridge on Friday before the second Lord's day in April 1853 at 2 Oclock P. M.
